Commander Winz was born and raised in Florham Park, New Jersey.  He is a 1986 graduate of the U.S. Coast Guard Academy where he earned a Bachelor of Science Degree in Marine Engineering.  After receiving his commission, Commander Winz served his initial tour as Deck Watch Officer and Communications Officer aboard Coast Guard Cutter POLAR SEA, completing two Operation Deep Freeze deployments to Antarctica. He then served two years as the plankowner Executive Officer aboard Coast Guard Cutter Metompkin, commissioning the new cutter in Charleston, South Carolina and conducting search and rescue, and counterdrug operations. He attended Naval Flight Training in Pensacola, Florida and served his first aviation tour flying the HH-65A at Group/Air Station Humboldt Bay, California.  He was designated an Aeronautical Engineer and served as the Alaska Patrol (ALPAT) Division Aeronautical Engineering Officer at Coast Guard Air Station Kodiak, Alaska.  In 1999 Commander Winz earned a Masters of Science Degree in Aeronautical Engineering from Purdue University.  Following graduate studies, he served as the HH-65 Engineer and the HH-65 Product Line Manager at the Coast Guard Aircraft Repair and Supply Center, Elizabeth City, North Carolina where he oversaw the implementation of the HH-65B avionics upgrade, and development and prototype of the HH-65C engine upgrade.  As HH-65 Product Line Manager, Commander Winz provided engineering, technical and logistical support, and airframe overhaul for 17 air stations operating a fleet of 96 HH-65 helicopters.  Commander Winz most recently completed a tour as the Executive Officer and Deputy Group Commander of Coast Guard Group/Air Station Port Angeles, Washington. 

His military decorations include the Meritorious Service Medal, Coast Guard Achievement Medal (2), Commandant's Letter of Commendation, as well as various unit and service decorations. 

Commander Winz has been happily married for almost 15 years to the former Merilee Newhouse of Sunnyside, Washington.  They are the proud parents of a 14-year-old daughter Robyn and an 8-year-old son Ryan.
